Mr. Tobin has been in the management
consulting field since 1964. Although involved with projects for many Fortune 500
companies dealing with corporate re-structure, plant relocation, cost containment and
reduction, Mr. Tobin has, in addition, been heavily involved in projects in over 125
hospitals. He has been able to apply the business practices learned from some of the
leading corporations in this country to hospital organizations in helping them become more
proficient in the utilization of hospital resources and in improving interdepartmental
service levels, operating cost and the delivery of quality patient care. These hospital
projects have ranged from 100 bed community hospitals to 1,400 bed teaching institutions
throughout the United States and Canada.
Mr. Tobins expertise is in the areas of strategic goal setting,
organizational structure and resizing, performance measurement, standard operating
procedures and policies, materials management, nursing acuity programs, systems
enhancement and cost containment programs. Most recently, Mr. Tobin co-developed
"Partnership/USA" patient care delivery system which assists hospitals to
reorganize and consolidate support functions into the nursing department to provide
improved coordination of services at bed side. In addition to significant and measurable
improvement in the delivery of quality patient care, his hospital clients have also
experienced a dramatic decrease in operating costs. Mr. Tobin continues to enhance this
care delivery model and PECA, as a result of a number of highly successful
implementation projects, has become one of the leading firms in the country in the
continuing development of this process within the hospital business.
